The Law may be in fact true. However there if you look around cities such as Beijing, Shanghai you will see the only company with offices that is MLM is Amway - the only company that was not shut down as MLM in China. Amway has many many distributors in China who are actively recruiting and selling product. It may be illegal by law but certainly the government is not actively prosecuting or stopping this company from functioning in China from my knowledge. You can walk right into a blatant office and sign up as a distributor and start doing MLM business if you want.

The other company which functions as an MLM franchise through shops only is Sunrider International because it has manufacturing links in China. However, unlike Amway, this company did not make sufficient impression on the government to warrant it remaining a traditional MLM. But you again can see 'stores' which retained their internal consumer networks and function in virtually the same way as MLM. However many distributors left because of the lack of support from SR itself towards the distributors who successful careers seemed to disappear.

However when this happened, Amway supported it's high producing distributors by employing them into the company.
